Start here

Set up your barangayEnter your barangay and officials one time. Every tool then uses the same heading and names, so you never type them again.

How to use it

  1. Choose your position and type your name.
  2. Pick your region, province, municipality or city, and barangay from the lists.
  3. Optional: add the Punong Barangay, Secretary, Treasurer, Kagawads and SK Chairperson. These fill the signature lines and member lists.
  4. Optional: choose a letterhead. Use no logo, a logo only (PNG or JPG), or your own complete letterhead image. You can add an extra line under the barangay name.
  5. Check the heading preview. It is saved as you type.

Good to know

  • Your set-up is saved on this computer only. Use the same browser and computer each time, or set it up again elsewhere.
  • Use Clear my profile to erase it. Use Remove this image to drop the logo or letterhead.

For every official

Know your rolePlain-language answers on what your position can and cannot do, with the Local Government Code section behind each one.

How to use it

  1. Under 1. Your position, choose who you are: Punong Barangay, Kagawad, SK Chairperson, Secretary or Treasurer.
  2. Under Can I do this?, type a word such as contract, ordinance, voucher or session. Leave it blank to see everything for your position.
  3. Read the short answer and the section it cites.

Good to know

  • This is a guide, not legal advice. If the answer affects money or a person's rights, ask your municipal or city legal officer or your DILG office, and check Republic Act No. 7160 itself.

Run a sessionPlan a Sangguniang Barangay session, take roll and check the quorum, record motions and votes, and get a notice, agenda and draft minutes.

How to use it

  1. On 1. Plan and record, choose Regular or Special, then the date, time and place.
  2. Under Roll call, type each member's name and tick the box if present. The badge shows if you have a quorum, which is a majority of all members.
  3. Type your Barangay Secretary's name. Add agenda items with + Add an item.
  4. Add each motion and its vote with + Add a motion.
  5. Press See the notice and minutes. Use the 2. Notice and agenda and 3. Minutes tabs to read each document.
  6. Use Back to edit to change anything. Save as PDF or Save as Word when it looks right.

Good to know

  • For a special session, each member needs written notice served personally at least 24 hours before. Only the matters in the notice may be taken up, unless two-thirds of the members present agree.
  • Your Secretary should check the draft minutes before they are signed.

Draft resolutions and ordinancesFill in a short form and get a formatted resolution with the title, WHEREAS clauses and resolving clause in place.

How to use it

  1. On 1. Fill in details, say where your barangay is and pick the region, province, municipality or city and barangay. Skip this if you already set up your barangay.
  2. Enter the session type, date and place, the Resolution No. and Series, and your Secretary.
  3. Choose the closest kind of resolution. A title is made from your answers. You can edit it, or press Rebuild the title from my answers.
  4. Optional: write a rough idea in Filipino or English. Press Make the reasons and Make the decision to get help wording the WHEREAS clauses and the main decision. Edit them, or use + Add a reason and + Add another decision.
  5. Add who introduced and seconded it, the result, the votes, and who gets copies.
  6. Press Create resolution to open 2. Draft resolution. Then Save as PDF or Save as Word.

Good to know

  • Each reason continues WHEREAS and each decision continues NOW, THEREFORE, BE IT RESOLVED. Do not type those words yourself.
  • Highlighted [brackets] in the draft are still empty. Fill them in before you sign.
  • Your form is saved on this computer as you type. Start over with a blank form clears it.

Write official lettersRequests, endorsements, invitations, thank-you letters and follow-ups to the mayor or city offices.

How to use it

  1. On 1. Fill in details, choose the kind of letter and who it goes to. Add the office or position, and the name and address if you have them.
  2. A subject and starter paragraphs are made from your answers. Edit them, or press Rebuild from my answers.
  3. Each box is one paragraph. Add more with + Add a paragraph. The greeting and closing are added for you.
  4. If you changed the text, press Improve and align my letter to get help with wording and flow. Press Undo to go back.
  5. Add the date, an optional contact number or email, and the name and position of the signer.
  6. Press Create letter, then Save as PDF or Save as Word.

Good to know

  • Replace anything in [brackets] before the letter is signed.
  • The Punong Barangay should review and sign the letter.

Prepare project proposalsObjectives, itemized budget and expected output in one structure, with each budget line tied to the right fund.

How to use it

  1. Under 1. About the project, enter the title, kind of project, who proposes it, where, the start and end dates, and who benefits and how many.
  2. Under 2. Why is it needed?, describe the problem in your own words. A new line starts a new paragraph.
  3. Under 3. Objectives, write one general objective and several specific objectives. Add a quantity and unit when it applies, for example 400 meters or 120 households.
  4. Press Improve and align my objectives for help with wording. It removes repeats and fits the list to your general objective. Press Undo to go back.
  5. List the Expected output, then add each Budget line with the fund that pays for it.
  6. Add who prepares, certifies funds and approves. Press Create proposal, then save as PDF or Word.

Good to know

  • Use the Quick project cost estimate to size a concrete project before you fill in the budget.

Stay on scheduleReminders for sessions, reporting dates and posting deadlines that you set, so nothing slips.

How to use it

  1. Under 1. Add a reminder, type what it is, pick the kind (Session, Report, Posting or Other), how often it repeats, the date and an optional time and note. Press Add reminder.
  2. Under 2. Work out a deadline, type the date an ordinance was posted to get its effectivity date, or the date it was sent to the council to get the end of its review. Add the result as a reminder.
  3. Under 3. My reminders, choose to show what is not done yet, everything, or what is done. Mark items done as you finish them.
  4. Press Add to my phone calendar so your phone alerts you even when this page is closed.
  5. Optional: under 4. Text message reminders, choose when to be texted, enter your mobile number and agree to the texts. Press Send me a code, type the 6-digit code, then press Confirm my number.

Good to know

  • Reminders are saved in this browser on this computer.
  • If you turn on texts, we keep your number and the titles and dates of your open reminders on our server so we can text you. Press Stop texts to delete them.
  • The deadline rules follow the Local Government Code. Check the Code and your own rules before you rely on them.

Barangay Assembly kitThe notice, agenda, attendance sheet and draft minutes for your twice-yearly Barangay Assembly.

How to use it

  1. Fill in your barangay details, the Punong Barangay and Secretary, the semester, the date, time and venue.
  2. Check the agenda. It has a standard list, one item per line. Change it as needed.
  3. Enter the number present if you want it in the minutes.
  4. Use the Document list to switch between the Notice, Agenda, Attendance sheet and Minutes (draft).
  5. Press Save as Word, or Print / Save PDF.

Good to know

  • Fill in the details once. All four documents use them.

Public advisory makerA clear advisory picture in English or Filipino, ready to post on Facebook, Messenger or Viber, or to print for the bulletin board.

How to use it

  1. Choose the language and the kind of advisory: weather or typhoon, clean-up drive, health or vaccination, water interruption, or meeting or assembly.
  2. Choose a picture size: square, portrait 4:5, or wide 16:9.
  3. Fill in the date, time, place, important details and a contact number.
  4. Check the picture. Then Save as picture (PNG), or use Copy picture or Copy caption. On a phone, Share picture sends it straight to Facebook or Messenger. Print makes a copy for the bulletin board.

Good to know

  • Your logo or letterhead from the barangay set-up is added automatically.
  • Check dates, times and places before you post.

Quick project cost estimateRough material quantities and cost for a concrete footpath, pavement or open canal.

How to use it

  1. Choose the type of work: a concrete slab (footpath, floor, pavement) or a concrete canal (open drainage).
  2. Enter the sizes. A slab needs length, width and thickness. A canal needs length, inside width, inside height, wall thickness and base thickness.
  3. Choose the concrete mix (Class A, B or C) and the wastage percentage.
  4. Enter your local unit prices. Add other items with Add a line.
  5. Press Compute materials. Then Save as Word or Print / Save PDF.

Good to know

  • This is a rough estimate to size a proposal. Confirm quantities with your engineer. The quantities per cubic metre are typical values, and the prices are yours.
  • For the full program of work, use the POW and DUPA generator linked on the page.

For the Punong Barangay

Budget worksheetPrepare the annual budget with each line tied to the required funds. The page shows at once if a fund is short.

How to use it

  1. Under 1, enter your barangay and the budget year.
  2. Under 2. Expected income, enter the NTA (formerly IRA), your share of real property tax and other national taxes, your own-source income, and any aid you expect. Leave a box empty if it does not apply.
  3. Under 3. Required set-asides, check the rates for the Development Fund, SK Fund, LDRRM Fund and GAD. Change a rate only if you are told to use a different one.
  4. Under 4. Spending plan, add each item (from the common list or a blank line) and choose the fund that pays for it. Tick GAD for gender and development items. The table below checks each set-aside as you type.
  5. Under 5, add who prepares and who approves. Press Create budget worksheet, then save as PDF or Word.

Good to know

  • Aid you expect is counted in the total but not when working out the set-asides.
  • Confirm every rate with your Treasurer and the current DILG and COA rules.
  • This is a draft for your Treasurer and Punong Barangay. The Sangguniang Barangay enacts the budget by ordinance.

Voucher review checklistCheck each disbursement voucher before you approve it, and get a review slip that lists what to fix.

How to use it

  1. Enter the voucher number and date, the payee, what is being paid for, the amount, the fund charged and the kind of payment.
  2. Look at the voucher and its attached papers. For each line, choose Yes, No or Not needed. If you choose No, write what must be fixed.
  3. Add the reviewer, the date reviewed, the Treasurer, and any notes.
  4. Press Create review slip, then save as PDF or Word.

Good to know

  • This is a general guide. Your Treasurer and the current COA and DILG rules decide what a complete voucher needs.

Guide Katarungang PambarangayStep-by-step help for summons, notices of hearing, settlements and the Certificate to File Action.

How to use it

  1. A. Can the Lupon handle this case? Answer each question about the dispute.
  2. B. The steps and the deadlines. Use the Date calculator: enter the dates you have (complaint filed, first mediation, Pangkat first met, settlement) and the page shows the dates that follow.
  3. C. Enter your barangay and the case: the case number, the kind of dispute, the complainants and respondents (one name per line), and the Lupon Chairperson and Secretary.
  4. D. Choose the document you need: a summons or notice of hearing, an amicable settlement, or a Certificate to File Action. Fill in the questions that appear.
  5. Press Create document to open the 2. Document tab. Save as PDF or Save as Word.

Good to know

  • Counts use calendar days.
  • Parties must appear in person, without a lawyer or representative.
  • This is a general guide, not legal advice. The Local Government Code (Sections 408 to 422) and the current DILG rules decide.

Quarterly disclosure postingsThe documents your barangay must post each quarter: income and expenditures, cash position, projects and the certificate of posting.

How to use it

  1. Choose the quarter and year, and enter the cash on hand at the start of the quarter.
  2. Under 2, add each source of money received this quarter. Use the common list or a blank line.
  3. Under 3, add each payment or group of payments.
  4. Under 4, add each project you worked on or are working on, with its cost and progress.
  5. Under 5, name three places where the report will be posted, the date posted, and the Treasurer, Secretary and Punong Barangay.
  6. Press Create report for posting, then save as PDF or Word.

Good to know

  • Use your Treasurer's records for the amounts.
  • Check the documents and deadlines against the current DILG Full Disclosure Policy.

How to use it

  1. Under 1, enter the Executive Order No., the series, the date and place signed, and the Punong Barangay.
  2. Under 2, pick the closest kind of order. A title is made from your answers, and you can edit it or press Rebuild the title from my answers. Choose when it takes effect: immediately, or on a date you choose.
  3. Under 3, add the reasons with + Add a reason.
  4. Under 4, add each thing you order with + Add a section. Each one becomes a numbered section: write what must be done, by whom and when.
  5. Press Create executive order, then save as PDF or Word.

Good to know

  • Each reason continues WHEREAS. Do not type the word yourself.
  • Replace anything in [brackets]. Check the order against your barangay's own rules before it is signed.

Barangay Protection Order guideStep-by-step help when a woman or child asks for a BPO, with a draft of the order and the proof of service.

How to use it

  1. Use the View list. Choose Steps to follow to read the procedure, or Draft the BPO to prepare the documents.
  2. Fill in your barangay, the applicant (the woman or child), the respondent, and the date and time of the application.
  3. Choose who issues the order: the Punong Barangay, or a Barangay Kagawad when the Punong Barangay is not available. Enter the name of the issuing official.
  4. Check the draft order and the proof of service. Press Save as Word, or Print / Save PDF.

Good to know

  • This is a drafting aid. Check the result against current issuances and with your DILG field office or municipal legal officer.

Procurement checklistCheck that each purchase or small repair has its papers in place before the voucher goes to review.

How to use it

  1. Enter your barangay, the purchase or project, the supplier or contractor, the amount and the date.
  2. Choose the type: goods or supplies, or repair or small works.
  3. Go through the list of papers and tick what you have.
  4. Read the slip. It lists what is still missing. Press Save as Word, or Print / Save PDF.

Good to know

  • The mode of procurement and the amounts that apply depend on the current procurement law (RA 12009) and its rules. Confirm with your municipal accountant, the BAC, or COA before you buy.

For Kagawads

Committee reports and work plansMeeting notices, hearing notes, the committee report and the yearly work plan for the committee you chair.

How to use it

  1. Under 1. What do you need?, choose the notice of a committee meeting, the notes of a committee hearing, the committee report to the Sangguniang Barangay, or the yearly committee work plan.
  2. Under 2, enter your committee, the chairperson, the Punong Barangay, the committee members (one name per line) and the Secretary.
  3. Fill in the questions for your document: the date, time and place, the subject referred to your committee and when it was referred, or the year for a work plan.
  4. Add the agenda, who spoke and what was said, or the findings and recommendations. For a work plan, add each activity with + Add an activity.
  5. Press Create document to open the 2. Document tab. Save as PDF or Save as Word.

Saving and printing
  • Every document tool has Save as Word and Save as PDF (or Print / Save PDF). Word files open in Microsoft Word and can be edited.
  • For PDF, choose Save as PDF in the print window that opens.
  • Documents print on 8.5 x 13 inch (long bond) paper with even margins. Check your printer's paper size.
  • Highlighted [brackets] mean something is still empty. Fill them in before you sign or print.
Where is my work saved?
  • Your set-up and most of your forms are saved in your browser, on this computer only. We do not keep your documents.
  • If you use another computer or browser, or clear your browser data, your saved work will not be there. Save a Word or PDF copy of anything important.
  • The one exception is text reminders in Stay on schedule. If you turn them on, we keep your number and the titles and dates of your open reminders so we can text you. Press Stop texts to delete them.
The wording helpers
  • Some tools, such as the resolution drafter, the letter writer and the project proposal, can help word the reasons, decisions, paragraphs and objectives. Look for buttons such as Make the reasons or Improve and align my letter.
  • They need an internet connection. Always read and edit what they write. You are responsible for the final document.
My document is blank, or something looks wrong
  • Press the Create button (for example Create resolution). The document appears after you press it.
  • Make sure the page is fully loaded and you have an internet connection, because the fonts and some helpers need it.
  • Try Back to edit, then Create again. If the form is stuck, use Start over with a blank form.
  • If a place or name did not fill in automatically, check your barangay set-up.
